Investing in Parks is Investing in Public Safety
Mid-City CAN's Youth Council members returned to City Hall on May 4, 2026, to advocate for the creation of a Deputized City Engineer position within the Parks & Recreation Department, a practical solution that would reduce costs, accelerate project timelines, and deliver long-overdue improvements to neighborhood parks.
We are especially proud to see many students speaking directly to councilmembers for the very first time!
“I am here today because the park in my community is damaged and has not been properly repaired yet. This directly affects me, my classmates, and many families in our neighborhood. For many students including myself, there are very few safe and positive places to go after school. A clean and well-maintained park would give us a space to be active, relax, and spend time in a healthy environment,” said Spogmay, a Youth Council member and freshman at Hoover High School.
“When a space like Henwood Park needs a repair or a simple infrastructure update, the improvements get buried in a long process, competing for attention with other projects. This delay is not only frustrating but also fiscally irresponsible,” said Youth Council member Sevenson, a sophomore at Hoover. Click here to read more youth testimonials.
The proposed Deputized City Engineer position represents a $300,000 investment that could save the City millions while expediting much-needed park improvements across San Diego. Yet Mayor Todd Gloria’s proposed budget once again cuts funding for Parks & Recreation and library services, critical resources that young people, seniors, working families, and communities of color depend on every day.
Investing in parks, libraries, and community infrastructure is not optional. It is a commitment to equity, public safety, and the future of every San Diegan.
For our community, safety is strengthened when young people and families have access to well-maintained parks, libraries, arts and culture, and supportive community resources.
Thriving communities are safe communities.

Mid-City CAN’s Youth Justice Momentum Team met with Board of Supervisors Paloma Aguirre and Monica Montgomery Steppe on April 23 during the second convening of the Juvenile Justice Ad Hoc Subcommittee of the San Diego County Board of Supervisors. Youth organizers and advocates called on County leaders to more meaningfully involve lived-experience mentors and youth organizations in juvenile court proceedings and reentry support for young people leaving detention centers.
Mid-City CAN youth organizer Angela delivered powerful testimony highlighting the importance of community-based mentorship and support systems for system-impacted youth.
“My own mentors have been very helpful for me, much helpful than any officer has been in my life. They know my strengths, my triggers, and how to deescalate situations,” said Angela who is also a fellow at Community Wraparound and Youth Empowerment. “If mentors are involved, the outcomes change because youth are met with trust, consistency, and real guidance.”
Angela urged County leaders to create formal structures that incorporate mentor-led input, impact testimony, and meaningful consideration of recommendations from youth organizations and lived-experience mentors in court proceedings. Great job, Angela!

Mid-City CAN’s Networking Night was back on April 30, 2026, bringing community members together for an evening of conversation and connection focused on key housing and policy issues including the Junk Fees Ordinance, the Empty Homes Tax ballot measure, the Mid-City Communities Plan update, and minimum lot sizes. Attendees heard updates and insights from District 9 Councilmember Sean Elo-Rivera, Jesse Ramirez of City Heights CDC, Nicole Lillie of Our Time to Act, and Jeffrey Nguyen from District 9. Invertir en los parques es invertir en la seguridad pública
Los miembros del Consejo Juvenil de Mid-City CAN regresaron al Ayuntamiento el 4 de mayo de 2026 para abogar por la creación de un puesto de Ingeniero Municipal como delegado dentro del Departamento de Parques y Recreación, lo cual sería una solución práctica que reduciría costos, aceleraría los tiempos de los proyectos y entregaría mejoras largamente esperadas a los parques vecinales.
Estamos especialmente orgullosos de ver a muchos estudiantes hablando directamente con los concejales por primera vez.
«Estoy aquí hoy porque el parque de mi comunidad está dañado y todavía no ha sido reparado adecuadamente. Esto me afecta directamente a mí, a mis compañeros de clase y a muchas familias de nuestro vecindario. Para muchos estudiantes, incluyéndome a mí, hay muy pocos lugares seguros y positivos a donde ir después de la escuela. Un parque limpio y bien mantenido nos ofrecería un espacio para mantenernos activos, relajarnos y pasar tiempo en un ambiente saludable», dijo Spogmay, miembro del Consejo Juvenil y estudiante de primer año en la Escuela de secundaria Hoover.
«Cuando un espacio como el Parque Henwood necesita una reparación o una simple actualización de infraestructura, las mejoras quedan atrapadas en un largo proceso, compitiendo con otros proyectos por ser considerados. Este retraso no solo es frustrante, sino también fiscalmente irresponsable», dijo Sevenson, miembro del Consejo Juvenil y estudiante de segundo año en Hoover. El puesto propuesto de Ingeniero Municipal Delegado representa una inversión de $300,000 que podría ahorrarle millones a la ciudad mientras se aceleran las mejoras tan necesarias en los parques de San Diego. Sin embargo, el presupuesto propuesto por el alcalde Todd Gloria vuelve a recortar fondos para los servicios de Parques y Recreación y bibliotecas, recursos críticos de los que dependen todos los días los jóvenes, las personas mayores, las familias trabajadoras y las comunidades de color.
Invertir en parques, bibliotecas e infraestructura comunitaria no es opcional. Es un compromiso con la equidad, la seguridad pública y el futuro de todos los residentes de San Diego.
En nuestra comunidad, la seguridad se fortalece cuando los jóvenes y las familias tienen acceso a parques bien mantenidos, bibliotecas, arte, cultura y recursos comunitarios de apoyo.

Únase al Consejo Juvenil el 18 de mayo en el Ayuntamiento para abogar en contra de los recortes a los centros de parques y recreación. ¡Haga clic aquí para confirmar su asistencia!
El Equipo Momentum de Justicia Juvenil de Mid-City CAN se reunió con las supervisoras del condado Paloma Aguirre y Monica Montgomery Steppe el 23 de abril durante la segunda reunión del Subcomité Ad Hoc de Justicia Juvenil de la Junta de Supervisores del Condado de San Diego. Organizadores juveniles y defensores comunitarios pidieron a los líderes del condado que involucren proactivamente a mentores con experiencia y organizaciones juveniles en los procesos de la corte juvenil y en el apoyo de reintegración para jóvenes que salen de centros de detención.
La organizadora juvenil de Mid-City CAN, Angela, ofreció un poderoso testimonio destacando la importancia de la mentoría comunitaria y los sistemas de apoyo para jóvenes impactados por el sistema.
«Mis propios mentores han sido de mucha ayuda para mí, mucho más útiles que cualquier oficial en mi vida. Ellos conocen mis puntos fuertes, mis detonantes emocionales y cómo reducir la intensidad de las situaciones», dijo Angela, quien también es becaria en Community Wraparound y Youth Empowerment. «Si los mentores participan, los resultados cambian porque los jóvenes reciben confianza, consistencia y orientación real».
Angela instó a los líderes del Condado a crear estructuras formales que incorporen aportes dirigidos por mentores, testimonios de impacto y una consideración significativa de las recomendaciones de organizaciones juveniles y mentores con experiencia vivida en los procesos judiciales. ¡Excelente trabajo, Angela!

La Noche de Networking de Mid-City CAN regresó el 30 de abril de 2026, reuniendo a miembros de la comunidad para una noche de conversación y conexión enfocada en temas clave de vivienda y políticas públicas, incluyendo la Ordenanza contra las tarifas basura, la iniciativa electoral del Impuesto a Viviendas Vacías, la actualización del Plan Comunitario de Mid-City y los tamaños mínimos de lotes.
